Joe is founder and Managing Partner of O4 Strategies, LLC, a consultancy established to work with private equity firms investing in national security companies. Joe also serves as Chairman of the National Security Space Association, an Industry trade group focused on promoting the interests of the DoD and IC space enterprise. Joe serves on the Board of Directors of T2S Solutions and Omni Federal, both of which are Madison Dearborn Partners portfolio companies. He also serves on the Board of Spider Oak and the Board of Advisors for Auria.

Previously, Joe was Senior Vice President for Business and Corporate Development at LinQuest which was recently acquired by KBR in a $737mm transaction.

Before joining LinQuest, Joe was Senior Vice President, Business Development and Corporate Officer at TASC, a Division of Northrop Grumman. He also had assignments with profit and loss responsibility for the Cyber and Air Force business units. During his tenure, revenues grew at a ~15% annual basis to over $1.65 billion. He led the successful divestiture of TASC to KKR and General Atlantic in a $1.65 billion transaction.

Joe held executive leadership roles at ORBIMAGE and Space Imaging, where he led government & international sales while also serving as the Washington, DC client executive. While at ORBIMAGE, he helped establish the commercial imaging industry and secured the first guaranteed imagery data-buy contract from the National Geospatial-Intelligence Agency. Joe also founded Sentinel, the first PLeo smallsat imaging company designed to provide persistent imagery for national security customers on a commercial basis. Before his time in the commercial imagery Industry, he worked for Hughes Space & Communications where he led business development for the Future Imagery Architecture developed by the National Reconnaissance Office.

Joe began his career with the Aerospace Corporation, supporting Air Force Space Command, the Defense Advanced Research Agency and the National Reconnaissance Office in a variety of satellite development programs.

Joe holds a Bachelor of Science in Atmospheric Sciences from UCLA and a Master of Science in Meteorology from Pennsylvania State University
